Political analyst Ruslan Bortnik explained that the U.S. decision to pause deliveries of certain weapons to Ukraine is more likely technical rather than a political ultimatum, as it was after the Oval Office dispute, according to Politeka.

He discussed this in his blog.

As the expert recalls, when Trump decided to halt aid to Ukraine following an argument with Zelensky in the Oval Office, there was a clear goal — to force an agreement on a ceasefire, which had previously been seen by Ukraine merely as a time for Russia to regroup on the frontlines. Now, however, Bortnik notes that the U.S. has not made any such ultimatum, so the pause in supplies seems more like a technical decision.

“What else indicates this is a technical decision? The date — from the first of July. This really looks more like bureaucratic activity, which starts new budget periods and expenditures from the first of the month and ends them on the last day. That’s just one more supporting argument,” Ruslan Bortnik notes.

He also adds that another point supporting the idea of it being a technical decision is the U.S.'s reluctance to clearly approve selling American weapons to Ukraine using European funds. According to the expert, if the decision were purely political or purely based on financial logic, Germany’s offer to buy Patriot systems for Ukraine would already have been accepted.

“This might reflect a political logic — either a principled refusal; or the belief that it is not expedient; or that there are other, more pressing cases and challenges we must address today; or simply that we are unable to produce. After all, European countries are currently on a 3–5 year (or even longer) waiting list for American weapons,” Ruslan Bortnik concludes.
