Political expert and serviceman Oleksandr Musiienko explained that without security guarantees, any peace with Russia is impossible, which is why foreign contingents and military bases must be present in Ukraine, Politeka reports.

According to Senator Lindsey Graham, the expert notes, the issue of establishing a ceasefire and peace must be inseparably linked to security guarantees for Ukraine, which should clearly signal to Putin that any continuation or repetition of aggression against Ukraine or EU countries in the future will inevitably have consequences. In Musiienko's view, this is a truly important aspect that needs to be focused on, and strong security guarantees could include the presence of foreign troops on Ukrainian territory and even the deployment of foreign military bases.

"But when we talk about full-fledged bases, this would indeed require changes to the Ukrainian Constitution, and I believe that in the future we would reach this point—this would undoubtedly be a benefit for our security. After all, if we look at the American experience of ending wars, wherever they were involved, the space of global security eventually expanded. South Korea is an example. The Americans ensured their military presence and established a large military base in central Seoul, which remains a guarantor of security to this day. And for a short period, the Americans even deployed nuclear weapons there," Oleksandr Musiienko explained.

The expert also noted that if American bombers capable of carrying nuclear warheads were able to land at airports on Ukrainian territory, this alone would be a positive development—not to mention the actual deployment of nuclear weapons here. Therefore, he concludes, Ukraine needs a foreign military contingent, military bases, joint exercises, continued arms support for the Armed Forces, and joint production—otherwise, there will be no security.

"That’s why in any negotiation process, I would prioritize the issue of security guarantees—specifically the possibility of deploying foreign military bases on Ukrainian territory, and the placement of weaponry. This issue must be the cornerstone," Oleksandr Musiienko concludes.
