Political scientist and Ukrainian Armed Forces officer Ruslan Biziayev stated that the issues of demobilization, rehabilitation, and others must first be addressed before considering a referendum on the peace plan. This was reported by Politeka.

He discussed this on the program "Dialogues" with Ruslan Bortnik.

According to the guest of the program, before any U.S. peace plan is put to a referendum, it is necessary to find solutions to a number of internal issues. He gives the example of demining so-called demilitarized zones, as well as demobilization, social adaptation, employment, and financing. There are even concerns, he notes, about the capabilities of our medical system, as the issue is not only about prosthetics, but more about psychology to ensure that a person undergoes rehabilitation and doesn’t become a social threat in peacetime.

"And you’re talking about holding referendums… We need to survive through these situations before thinking about them. That’s why I believe that, until answers are given to these questions, signing an agreement is impossible in principle. Because it would be equivalent to Gavrilo Princip’s shot in Sarajevo, where one war will be replaced by another, the consequences of which no one can even imagine," warns Ruslan Biziayev.

Moreover, the expert adds, the biggest problem is not the territorial issue; giving up Donbas will not solve any problem. On the contrary, he states, such a move will create a temporary pause, after which a new series of problems will arise, as the contours of the confrontation between Ukraine and Russia remain unchanged.

"This will only create a problem, not a solution. Because the goal of the so-called 'special military operation' was not Donbas, but the return of Ukraine as part of a new Russian Empire or Soviet Union," emphasizes Ruslan Biziayev.
